There is great importance of Muhurta in oath taking ceremony of Prime Minister/Chief Minister and other high dignitaries. Cancer Lagna rising in the ascendant is generally not recommended for oath taking ceremony.But ascendant lord aspecting lagna is good.
As per available sources his natal Moon is in Gemini(15 December 1970, Purba Medinipur) .Sign of Lagna falling in second house of natal Moon is not good.
Lagna Lord Moon and its dispositor Saturn both are not friends to each other, but present West Bengal government is not a coalition government. Hence no problem.

Above chart indicates that second house is in Rahu-Ketu axis and is aspected by Mars. Second house mainly indicates financial condition of the state and the government will have to manage economy of the state most cautiously and many austerity measures will have to be taken by Suvendu Adhikari government. Condition of banks will deteriorate and some bank may fail.
Third house is aspected by Mars & Saturn whereas ninth house is occupied by Mars & Saturn. Hence there is affliction along three nine axis. Someone may try to disrupt communication system in the state and there will be communal riots or any one community will try to disrupt communal harmony of the state. Relations with neighbouring country will not be good. All this will negatively affect the internal and international trade of the state. Accidents will increase. There is possibility of famine and epidemic. Functioning of the judiciary will be adversely affected due to internal disturbance in the state.
